The United States effectively starved Japan of oil in 1941 by freezing all Japanese assets and imposing a complete oil embargo cutting off over 80% of Japan's supply. 

By removing Venezuela and Iran from China's supply chain seems to be the same strategy to starve China of oil, perhaps to deny them sufficient resources to attack Taiwan.
