I believe Iranian officials don't believe they can win this war against Israel & the U.S., so for them this is a doomsday operation.  While they can they will strike back at not only Israel & the U.S. but also targets in other nearby countries trying to draw them into the war.  Set up a broad Middle East war involving multiple countries. Draw it out so Israel & U.S. sustain huge costs & death.  That will be the Iranian leadership's legacy.
