Lightning solves the content delivery problem. it doesn't solve the request problem. the HTTP handshake happens before any payment.

the real fix — L402 at the transport layer, where every connection costs 1 sat — doesn't exist yet at infrastructure scale. until it does, cloudflare holds the door.
