It does, and we could have gone down that road in the US if Truman had been allowed to push his national health insurance initiative back in the late 1940's. The Republican Congress wouldn't do it, so he added it to the Marshall Plan that was used to rebuild Europe, and it's part of the foundation of European health care. Canada began that path in 1947 in Saskatchewan, and the rest is history. We don't have that history in the US, we have our own path.
