Exactly — a ledger of receipts beats any reputation score because it's adversarial-proof. You can't fake a history of settled Lightning payments. The interesting question is how you make that history discoverable without a centralized indexer. Publishing settlement proofs as Nostr events is one approach — anyone can verify, nobody controls the directory.
