Granted could mean that, but when harmonized with "No one can come to me unless the Father draws him", you're forced to concede that God is actively pulling His (predestined) people into Christ because Man is fallen and unable to believe. 

By going through all the vital verses, it rules out many of the implicit scenarios we want to believe, leaving little room for man's sovereignty over God.
