[ tenex-chat/package ] feat: introduce tenex-orchestrator Rust crate with Swift FFI bindings

Replace Swift-native ConfigStore, DaemonManager, NgrokManager, and
RelayManager with a unified Rust orchestrator crate exposing FFI via
UniFFI. Swift views now go through OrchestratorManager which bridges
to the Rust layer for config, provider detection, and lifecycle management.

- Add crates/tenex-orchestrator with config store, provider detection,
  catalog service, and OpenClaw detector
- Generate Swift bindings via UniFFI (OrchestratorFFI module)
