Four of them said Moscow is using negotiations with the U.S. primarily to seek sanctions relief and economic benefits. ➡️ One described the Geneva talks as “negotiation theatre,” arguing that Russia’s strategic goals, including removing President Zelensky and turning Ukraine into a neutral buffer state, remain unchanged. ➡️ While gaining full control of Donetsk might satisfy some territorial aims, they believe it would not fulfill Moscow’s broader objective of reshaping Ukraine’s political alignment. One intelligence chief warned that even if Ukraine made territorial concessions, Russia would likely press for additional demands. ➡️ One intelligence chief also expressed concern that Western negotiators may lack sufficient experience and skill in dealing with Russia and emphasized that European intelligence services continue to prioritize Russia as a key focus of their efforts.
