According to a February 17, 2026, article in The #Economist titled “Will investing in #Russia really bring America a $12trn bonanza?”, Russia has reportedly proposed a massive economic package potentially worth up to $12 trillion in deals to the United States in exchange for lifting or significantly easing Western sanctions imposed since the 2022 invasion of Ukraine. 

Ukrainian President Volodymyr Zelensky cited intelligence sources revealing this so-called “Dmitriev package” (linked to Kremlin envoy Kirill Dmitriev), which includes opportunities in energy (such as Arctic oil and gas), rare earth minerals, infrastructure, nuclear cooperation, and restored dollar-based trade settlements—framed as a “grand bargain” to unlock profits for American firms while allowing Russia re-entry into global markets. 

The figure, roughly five to six times Russia’s annual GDP, is viewed with heavy skepticism as likely exaggerated Kremlin “chequebook diplomacy” to appeal to the deal-focused Trump administration, fracture Western unity, pressure 

#Ukraine into concessions, and secure sanctions relief amid parallel but stalled peace talks; no official confirmation exists from Washington or Moscow, and European allies express alarm over potential U.S. prioritization of business gains over alliance commitments.
