Thank you for your contribution to the network! If they wanted it to be used as only money they wouldn't have rejected Luke's PR to fix the inscriptions hack that they introduced with Taproot. They also wouldn't have redefined datacarriersize to represent the bug as a feature, then use their new definition to reject his PR. They're financially incentivized to continue allowing the spam through companies like Taproot Wizards. The more a money is used for non-monetary purposes, the less it's used as money. Silver and Ethereum are both great examples of this. It won't stop people bloating the UTXO set unless they fix the inscriptions hack which is the above referenced PR they rejected. Inscriptions are 4x cheaper than storing data in OP_RETURN. The advantage of using OP_RETURN is 100KB contiguous blobs and the unconfirmed transactions can be relayed through nodes anonymously, without going directly to miners with their pesky "Terms of Service" that don't allow the most horrific (CP) of content. Could someone solo mine their own block with whatever they want stuffed inside? Yes, but there's a significant and growing cost to acquire enough hashrate to mine a block in even a year's time.
